Long Term Unemployed Fund 

Aberdeen City Council has secured £1.15m from the Scottish Government to support people aged 25+ who are experiencing long term unemployment (defined as 12 or more months out of work) and face additional barriers to employment. This scheme is part of the ‘No One Left Behind’ initiative, which aims to boost employment opportunities and enhance skill levels for people who live in Aberdeen City.  

This fund supports people experiencing long term unemployment to develop employability skills and provides valuable work experience, which will support and enable them to remain in employment. 

Aberdeen City Council will oversee the delivery of this programme with a range of third and public sector employers. Through this funding opportunity, employers will identify intermediate opportunities and provide access to skills and training, particularly in sectors where there are currently skills shortages such as health and social care, construction, hospitality and in emerging areas such as green jobs.
 

Opportunities provided by employers must be new and provide additional community value. They should not duplicate, displace or substitute existing jobs or provisions. The provision includes opportunities/placements with employers within these sectors utilising Employer Recruitment Incentives (ERIs) which must be in line with the ERI Framework Employer Recruitment Incentive Framework (Employability in Scotland). 

Aberdeen City Council aims to ensure that training will be provided locally, in order to support local businesses and the economy. Provision must include skills development and offer certificated/accredited, industry recognised training. Opportunities should be designed to meet individual needs and circumstances.
Funding:

  • 115 places at £10,000 each for a minimum of 3 months and a maximum of 780 hours in total (26 weeks). 
  • This £10,000 covers salary plus additional costs and is calculated based on 30 hours per week for a minimum of 3 months and a maximum of 780 hours in total (£384.60 per week or an hourly rate of £12.82).
  • The costs will vary against the number of hours/weeks/additional costs associated with delivery/support offered.
  • The above amounts will be paid in monthly instalments. 

The Long Term Unemployment work-based training/placement opportunities started in January 2022 and will continue with the final placements ending on 31 December 2022. The delivery of the programme needs to be completed by end of March 2023. 

The Council will accept expressions of interest until the end of September 2022 from all third sector and public sector employers, with a particular focus on health and social care, hospitality and green jobs.

There is no requirement for employers to keep the person beyond the end of the placements, however, there is an aspiration that some of the roles and opportunities will become permanent posts.

Who can apply?

  • Individuals need to be residents of Aberdeen City.
  • Individuals who live in Scotland and have the right to live and work in the UK. 
  • Individuals aged 25 or over who have been out of work for 12 months or more and are experiencing additional barriers to securing employment.
  • Individuals who are not in current employment, training or education.
